There are two solutions to this, and I will go over how to have both of them work (in Windows 10). The first GPU seen by the computer is the integrated one, so that is what the game picks as the graphics to use, but the computer detects that it is a game and tries to launch it on the dedicated GPU, but the game does not recognize it. Need for Speed Most Wanted only looks for one GPU, because it is a port of a console game. My PC has 2 graphics processors, one integrated into the CPU, and one dedicated GPU. This worked for me, but your mileage may vary.
